Justice, Dialogue and Gender Equality in Ethiopia (JuDGE)

Overview

Under the JuDGE programme, led by the French Embassy, N4ED collaborates with Eurika and IDS to pilot Ethiopia’s new National GBV Standard Operating Procedure (SOP) and deliver survivor-centred services across Addis Ababa, Gondar, Debre Birhan, and Mek’ele. This initiative bridges humanitarian and development efforts by strengthening first-line responders and advancing legal and social reforms in both crisis and non-crisis contexts.

Objectives

  • Evaluate and document GBV response mechanisms before and after SOP implementation
  • Promote survivor-centred care by operationalizing the SOP, expanding case management and referral services, and reducing stigma through targeted outreach and media
  • Advocate for nationwide adoption of the SOP and build public demand for quality GBV services

Target beneficiaries

Women, men, and children who are GBV survivors; service providers including Women, Children, and Social Affairs (WCSA) offices, One-Stop Centers (OSCs), police stations, shelters, hotlines, and health centers; and the broader public reached via radio and social media.

Approach

  • Assess existing GBV response mechanisms pre- and post-SOP enforcement, documenting progress and lessons learned
  • Co-create and validate training manuals, job aids, and referral tools aligned with the SOP, in consultation with frontline responders and MoWSA
  • Train first-line responders—including police, OSC staff, health workers, and community focal points—in survivor-centred care and SOP application
  • Provide direct support to survivors
  • Establish and strengthen rapid referral networks among service providers
  • Implement multimedia advocacy campaigns to raise awareness and shift harmful social norms
  • Integrate field insights into national policy dialogue through sustained engagement with MoWSA and other stakeholders

Expected outcome

  • Improved, standardized GBV response services with enhanced coordination and quality through the National SOP
  • Increased access to comprehensive, survivor-centred support in pilot areas
  • Greater community awareness leading to reduced stigma, increased disclosure, and stronger support for survivors

 

Timeline
July 2023 – June 2025 (6-month inception + 18-month implementation)
